Yes, that's my guess as an outside observer. Then again, when I was watching the Nocturne game, that was somewhat incomprehensible and the pirate one is even more so.
Really? Given that Seth gets like 10 exp a kill or something terribad like that, I'd think you'd see some early initial xp gains, especially in Eirika.

Well, in the Bandit mission where you pick up Colm and Neimi, I noticed that Eirika is now level 6, with Franz at 5. That's probably a lot better than it was the first time through.
Seth is reduced to breaking down walls and visiting villages.

Seth gets like 2-5 EXP per kill which is awful. You should never ever use him. However what you CAN do is strip him of all his weapons and run him into an area to soak up hits and grab attention. He won't retaliate and kill anything that way.
Edit: Without using Seth, you should be getting people to level 10ish in fairly short order.

This is also a great use for that paladin guy you have with you in Ephraim's first mission. Once everyone gets caught up, mind, Seth actually isn't too bad. He doesn't have terribad stat growth.

Bah, he's still a waste of a slot in the face of so many people who are MUCH better than him. Franz kicks everyones ass in the mounted characters department. Ross as a Berserker and Ewan as a Druid make an excellent duo, with their Support augmenting their crit rates. Colm and Neimi. Joshua and Gerik. Lute and Artur.

Oh yeah, I didn't say he was *great*, but he's not going to submarine your team by himself. He's usable, which is more than you can say for someone like, say, Ross's father.

Yeeeaaah. Garcia is pretty awful. So is Knot or whatever he's called. The only dark magic user in the game aside from Ewan if (and you should) you make him a Druid.

I take it that stat growth is totally random? Well, beyond each character having some stats that are more likely to raise, and all. Pretty sure Eirika never got a Str bonus last time, and she's getting some now.

I wish Pegasus Riders were better. Vanessa's animations are so awesome. If you like girls on girly winged horses instead of manly men with axes.
I want to level Ross, if he gets so awesome. But right now, he's so shiiiiit. Same with Colm and Neimi. Their Str/Skill are ABYSMAL.

Correct. Stat growth is totally random, however, every character has a different % chance for a given skill to go up on level.
Pegasus Riders are 'okay' in 8, but the really only great one is Tana IIRC. Ideally, you want to make her the Wyvern Knight while Vanessa becomes a Falcon Knight along with her sister. (Vanessa's stats aren't too great, but she can be workable.) That way, Tana gets the good class and can initiate the Triangle Attack if you choose to use all three.
All of the 'recruits' are awesome if used. Just, like, punt them into the arena for a little bit.
I've never found Colm to be too great at direct combat, but having a Rogue around is invaluable. Neimi soon becomes pretty awesome, though. Especially compared to Innes.

I found an arena, (the mission where you recruit Joshua) but it wasn't available to grind in after the mission was done. Should I just ignore the boss, and send people in to fight and gain levels on this mission, once I've cleared everything but the boss out?

That's what I did, but it's pretty cheesy and not particularly recommended, IMHO.
FWIW, the boss in that mission doesn't move if you stay outside his range.

You never found Colm to be too awesome because you were doing it wrong.
You promote Colm to an Assassin, never a Rogue. Rogues are unnecessary as hell and if you REALLY need one you can throw that loser Rennac in. As an Assassin, he benefits enormously from the hefty crit chance bonus his Support with Neimi gives him and will crit/insta-kill his way to legend.
As for Ross, I tend to level him up in the Tower of Valni once that's open. It's a controlled environment, and easy to manage.

Tower of Valni, clear everything out except the boss, put the people with supports next to each other, end turn until you get a support conversation option, I am assuming?
